Professional Employer Organization (PEO)

A Professional Employer Organization (PEO) is required to file a Notice of Professional Employer Agreement with the PEO's Workers' Compensation Insurance Carrier and the Industrial Commission of Arizona (ICA) when a PEO enters into a Professional Employer Agreement with a client in Arizona. (21)

In May 2005, the Arizona legislature passed legislation mandating the registration of all Professional Employer Organization’s (PEO) doing business in the state. ARS §23-561 et.seq. addresses the various duties and responsibilities of a PEO regarding registration and business practices.

Pursuant to Laws 2013, First Special Session, Chapter 2, Professional Employer Organization registration will be delayed until June 30, 2023. (21)
