According to the National Placement & Referral Alliance (NPRA), there is currently no state regulatory license in Arizona for a senior placement or referral agency.
A referral agency (a person or entity) that provides referrals for a fee that is collected from either the patient or the assisted living facility is regulated by the Arizona Revised Statutes. You may also wish to consult your attorney for assistance. (24)

The National Placement & Referral Alliance (NPRA), a non-profit trade association for referral and placement specialists, provides a platform for their members to share their knowledge and views concerning industry practices, legislation, approach, learning, and collaboration. They are a national alliance of agents and care providers - with Phoenix and Tucson chapters - facilitating change in the senior placement and referral industry. The NPRA helped to create the nation's first certification for placement agents. This designation is known as the Certified Placement and Referral Specialist (CPRS). (24)
